Where Keyboarding Fits When the Schedule Is Already Full

Keyboarding belongs in short daily blocks attached to writing time, not in a weekly computer-lab hour. Four placement models fit a real elementary master schedule, and the motor-learning evidence favors the one that spreads practice thin. The minutes are already spoken for
Nobody is asking whether keyboarding matters. They ask what you plan to cut, so name it yourself.
My recommendation: take the in-block dose off the front of the literacy block, out of independent-work and transition time rather than core instruction. That is a judgment about where slack sits in an elementary morning. Nobody has researched it.
The pressure has a paper trail. When the Center on Education Policy surveyed districts on instructional time between 2001-02 and 2006-07, more than 60 percent had increased reading and math minutes, and more than 40 percent did it while significantly reducing time in other subjects, adding at least 75 minutes a week to reading and mathematics (Education Week's report on the analysis). That survey is nearly twenty years old and still the most-cited national measurement of instructional-time reallocation. I have found no documented reversal since. That is an absence of evidence, and I am reasoning from it.
The standards side assumes input fluency without funding it. ISTE's Empowered Learner standard expects students to "choose and use current technologies effectively" (ISTE Standards for Students), which for a nine-year-old drafting an essay means typing it. The writing standards Wisconsin's Department of Public Instruction maps its keyboarding guidance to, W.3.6 through W.5.6, require that output and budget no minutes for the skill behind it. The expectation is written into the standards; the minutes are written into nobody's master schedule.
Four models that fit a real master schedule
Keyboarding can live in four places in an elementary building. Each takes its minutes from a different pocket, and each fails differently.

Most districts default to the third row because it is the only one that appears on a schedule as a box. That is scheduling convenience dressed as an instructional decision. Fund the literacy-block warm-up first and treat the special-area lab hour as the fallback, not the default.
Why the weekly lab hour loses on the evidence
The cleanest test of this was run on typists. In 1978 Alan Baddeley and Douglas Longman published a study in Ergonomics that trained 72 British postal workers to type alphanumeric codes on four schedules aimed at the same 60-hour total: one or two hours per session, once or twice a day. The one-hour-once-a-day schedule needed the fewest training hours to reach a given speed, and its advantage held when workers were retested months later (The Learning Scientists on Baddeley and Longman, 1978).
Textbooks have not moved off it. Motor Learning and Development states the applied consensus plainly: "researchers recommend more frequent and shorter sessions, as would occur in distributed practice" (Human Kinetics excerpt).
Now the limit of that evidence, because it changes what you write down.
Baddeley and Longman's shortest condition was still a full hour. An eight-minute dose extends their finding far past anything they tested; it is not a value their data supports. Those were also adults, in 1978, learning a sorting code. What it supports is the ranking: shorter and more frequent beats longer and massed at equal total time. Aimed at the same 60-hour total, one hour a day taught typing faster than four, so split the weekly 40 minutes across four mornings.
Wisconsin already published the two-phase version
State guidance rarely gets this specific. Wisconsin DPI tells districts to "set aside a regular time for keyboarding (ideally 15 to 30 minutes/day for five to six weeks)" then to fold practice into classroom work, including a five-minute warm-up before assignments (Wisconsin DPI, Keyboarding at the Elementary Level). Two asks, two costs: the front-load is a one-time fall expense you can bound on a calendar; the warm-up is a permanent daily line. Wisconsin sequences both models: five or six weeks of front-load, then a five-minute warm-up that never ends.
The objection that lands
Here is the counterargument a principal will raise. It is fair.
A 2025 meta-analysis in Behavioral Sciences pooled 22 classroom studies and 31 effect sizes across more than 3,000 learners: a moderate benefit for distributed practice, d = 0.54, below the d = 0.85 typical of laboratory work. More uncomfortably for this argument, primary-age students produced the largest number of negative effects and the highest rate of non-significant results (Mawson and Kang, 2025). If your evidence bar is "spacing is proven for six-year-olds," it is not met.
Two things keep the recommendation standing. That literature spaces re-exposures to academic content across days, a different mechanism from how long one motor-practice session should run. And the alternative on the table is a 40-minute lab block whose support is weaker still. Say the honest version in the meeting: nobody has published a randomized trial of keyboarding session length in K-5 classrooms. The decision rests on adjacent evidence and low cost, and should be reversible if your data disagrees.
The stack I would take to a principals' meeting
What follows is an ask a principal can approve or refuse in one meeting: bands, minutes, and what each one costs.
The weak primary-grade spacing evidence is why K-1 gets 15 minutes a week with no speed targets and no homework, and why I would fund grade 2 before kindergarten. Every row assumes the literacy-block warm-up model. During the five-week fall front-load, that window replaces the daily dose instead of stacking on it.

Homework only counts if you can see it happened. A teacher creates a class in Meta Typing Club, hands out an invite code, and assigns lessons with a due date; the class view shows who practiced, for how long, and at what accuracy.
That turns the fourth model from an honor-system hope into something you can report on. Newcomers who type a right-to-left or non-Latin script work from the same assignment and the same self-directed practice in multiple international languages, so the schedule does not fork by language.
One condition decides whether this survives: the in-block dose assumes in-room or one-to-one devices with logins that persist between sessions. On a shared cart that must be wheeled in and signed into, setup eats more of the block than the practice does. Say so and move that building to rotation or homework.
For a third-grade teacher the entire ask is 40 in-block minutes a week. Districts have shifted minutes at that scale before: the CEP survey found at least 75 a week moved into reading and math. A master schedule can absorb a change this size. The 40 minutes still come out of the literacy block, so do not present them as found time. Write it down as 10 minutes on four mornings in grades 3-5, 8 minutes in grade 2, 5 minutes three times a week in K-1, and cap the front-load at five weeks.
What to write into the 2026-27 scope and sequence
Four lines are enough. Vagueness here kills it by year two.
- Owner: the classroom teacher for the in-block dose, named by grade level, not "technology."
- Dose: minutes and days per week, as a range, so a hard week does not break compliance.
- Checkpoint: one quarterly accuracy check, run as a timed practice drill, technique ahead of speed through grade 2.
- Evidence: platform practice minutes and homework completion for the out-of-block half, and a warm-up look-for on the walkthrough form for the in-block half, which no platform can see.
